Erica seems to just not understand why police would do such a thing. But it digs deeper than that, not just that they would do it but that they would shoot the young boy 7 times. Her tone is one of hatred toward the people who could pull off such a thing. I think the fact is that we don't know the facts. All we see is what is reported in the media. We were not at the crime scene, and even if we were we would not have the best perspective on the incident. We are taught to hate the people who do these things, but we may only be getting half the truth, the part that people want us to hear. Erica's conclusion is that her question still has not been answered. The post is title "Why 7 times", and by the end of the post she is still asking the same question. I'm guessing part of the reason it was written like this is to keep us asking the same question after reading. We see that she has not reached an answer to the question, so we must ponder the topic and find our own answer. It seems Javi's post is more neutral on the subject. It attempts to give you both conclusions that can be made from the incident, whether the police did what was right, or were they out of line.
